Preheat your oven to 350 degrees F (175 degrees C) and line a cupcake pan with 12 pretty paper liners to make the cupcakes look special.
With an electric mixer, beat the sugar and butter until light and fluffy. Slowly add egg and vanilla to give the cakes that special flavor.
Combine the baking powder, baking soda, and a pinch of salt in a bowl.
Add the flour and milk mixture, alternating between the two. Stir in until just combined.
Pour the batter into the liners and bake until the top turns golden, about 18 minutes.
Cool in the pan for 10 minutes. Then, let them cool completely on a wire rack.
Beat the butter until it looks fluffy. Gradually add 2 cups of confectioners' sugar and beat well.
Pour in the milk and vanilla, then slowly beat the remaining sugar.
If the frosting feels too thick, add more milk. For a touch of fun, tint it with your favorite food color!
Once your cupcakes have cooled, spread them with butter frosting and smooth them out with a knife.
Place a pink or yellow candy melt in the middle of each cupcake.
Place M&Ms or jelly beans around the candy melt to create the petals.
